The Hawaii State House Republican Caucus is here to ensure you are fairly represented in the legislature. The 2023 legislative session is well underway and we are all working hard to make your voices heard.
The Republican Report will be sent out weekly to update you on legislation, events, and opportunities to get involved in the legislative process. We are so grateful for your support!
Representative Lauren Matsumoto
DISTRICT 38 Mililani & Mililani Mauka
Rep. Matsumoto has been in the legislature for over 10 years and currently serves as the Republican Caucus Leader. She is the chair of Women in Government, a member of the Daughters of Hawaii, Miss Hawaii 2011, and a founding member of the Echelon Board of the Salvation Army.
Representative Diamond Garcia
DISTRICT 42 Hoopili, Ewa & Kapolei
Rep. Garcia is the youngest Republican ever elected in the State of Hawaii. He is the Republican Caucus Floor Leader as well as the Vice Chairman of the Hawaii Republican Party.
Representative Gene Ward
DISTRICT 18 Hawaii Kai
Rep. Ward is the longest-serving member of the Republican Caucus and the Republican Caucus Policy Leader. He is a Vietnam Veteran, Ph.D., and a Former Peace Corp Director. He is also a Polyglot, speaking Malay, Vietnamese, Indonesian, and English.
Representative David Alcos
DISTRICT 41 Ewa Beach
Rep. Alcos is the Assistant Republican Caucus Leader. He is a successful business owner and contractor as well as a 6th generation Ewa Beach Resident.
Representative Elijah Pierick
DISTRICT 39 Royal Kunia & Waipahu
Rep. Pierick is the Assistant Republican Caucus Floor Leader. He is a Chaplain and Ethics Committee member for Hospice. He is also an Officer in the Air Force Reserves.
Representative Kanani Souza
DISTRICT 43 Kapolei
Rep. Souza is the Republican Caucus Whip. She is a licensed attorney in Hawaii and Washington D.C. She is also a former deputy prosecuting attorney in the city and county of Honolulu.

* HB624 ([link removed]) : Eliminates the income tax for middle and low-income earners.
* HB625 ([link removed]) : Creates a three-day GET tax holiday.
Government Reform
* HB626 ([link removed]) : Establish term limits for members of the legislatures to 12 years.
* HB627 ([link removed]) : Introduces improvements in the standards of conduct concerning elected officials.
* HB628 ([link removed]) : Bolsters election security and increases Voter Service Centers on Election Day.
Rights
* HB629 ([link removed]) : Aligns state law with the current FDA requirements under the Right to Try Act of 2017.
* HB630 ([link removed]) : Decentralizes the DOE to create locally elected school boards by county.
* HB631 ([link removed]) : Feasibility study for instituting the Occupational Licensing Consumer Choice Act.
Housing
* HB632 ([link removed]) Requires Hawaiian Homes Commission to use leases for federally insured lending programs.
* HB633 ([link removed]) Establishes a Local Housing Market that is tied to residents' incomes.
* HB634 ([link removed]) Updates Hawaii Revised Statutes pre-tax savings plans to assist first-time home buyers with a downpayment.
Crime & Rehabilitation
* HB635 ([link removed]) Increase punishment for the offenses of second and third-degree property theft.
* HB636 ([link removed]) Allows civilians to use deadly force for self-protection.
* HB637 ([link removed]) Requires homeless individuals to be assigned a social worker to assess their mental health upon arrest.
