The election will take place at our regular meeting for current members only on December 14th. Please make every effort to attend and vote to fill new leadership positions. Some members have announced their candidacy for several of the positions, but nominations will come from the floor. Below is a list of the roles and responsibilities from the Republican Party of Florida for each position you will be asked to vote on. This information is being provided to you to assist you in your decisions when casting your votes. Immediately after the meeting there will be a REC Christmas gathering with desserts and coffee. Please bring cookies or dessert (homemade if possible). Coffee will be provided. Chairman - Roles & Responsibilities ● Elected to a two-year term. ● Conduct meetings of the county REC and Board ● Sets the date and time for board/REC meetings. ● Presides over REC and board meetings. ● Responsible for the completion of tasks of other officers. ● Oversees and is responsible for all aspects of Party business. ● Acts as an ex-officio member of all standing committees. ● Prepares agenda for county board and REC meetings. ● Understands and obeys election laws. ● Responsible for timely filing of all quarterly reports and monthly paperwork to the RPOF and supervisor of elections. ● Shall be bonded and have the proper paperwork filed with the Supervisor of Elections. Bonds shall be a minimum of $5,000. ● Shall annually appoint an audit committee from its members to perform an audit of the REC’s financial records. ● Develop and implement the grassroots plan for campaigns. ● Responsible for Communication (Internal and External) ● Communicating Meeting Minutes ● Newsletters ● Correspondence with candidates and other Party officials ● Email network ● Act as official spokesman for the County Party ● Finance Plan ● Responsible for developing budget. ● Responsible for raising money to meet the budget. ● Responsible for developing and implementing an absentee-ballot campaign. ● Responsible for developing and implementing a door-to-door campaign. ● Responsible for developing and implementing a poll-watching program. ● Responsible for developing and implementing telephone bank. ● Responsible for increasing Republican registration within the county. ● Responsible for increasing membership on the REC. ● Responsible for creating goodwill between the REC and the community and other Republican organizations. ● Other Responsibilities of Chairman ○ Shall attend a minimum of three (3) of any four (4) of the annual and quarterly RPOF meetings in each calendar year as documented by the RPOF meeting registration. ○ Serves as a member of the State Executive Committee. ○ Serves as a member of respective Congressional Caucus. ○ Serves as the official spokesman of the REC at social and fundraising events. ○ Ensure that documents are filed in a timely manner. ● Provide Tools. ○ Republican lists - Registered voters, Absentee Ballot voters, early voters, Election Day voters. ○ Precinct maps. ○ REC business cards. ○ Precinct post cards. ○ Voter registration cards. ○ Operation Plans and scripts. ○ Establish Website. ○ Governing documents - Constitution, Rules of Procedure, Membership roster. ○ Develop an events calendar. ○ Training classes and Operational Plan summaries. ○ Candidate information. ○ Schedule public events and initiate public advertising. ○ Implement a county wide Poll Watcher program. ○ Open a Headquarters before the General Election. Vice Chairman - Roles & Responsibilities ● Presides over REC meetings in the absence of the Chairman. ● Assists the Chairman in special projects, fund-raising events, and any other activity as directed by the Chairman. ● This position has the most flexibility. Some possible duties for the vice chairman can include but are not limited to: ○ Public Relations Chairman ○ Membership Chairman ○ Program Director ○ Fundraising Chairman Secretary - Roles & Responsibilities  ● Record accurate minutes of the Executive Committee and Board meeting. ● Minutes are kept using Robert’s Rules of Order, Rule 48. ● Minutes should be concise as possible and are a record of what was done at the meeting not what was discussed. ● Record all adopted and defeated motions with the name of the initiator of the motion only. Omit withdrawn motions. ● Provides copies of minutes to membership of any regular or special meeting and copies of the minutes of any Board meetings to Board members. ● Conducts Executive Committee meetings in the absence of the Chairman and Vice Chairman. ● Furnishes a copy of the minutes, along with a report showing the record, by name of attendance of the meeting and any action taken by the committee to excuse the absences of its membership. Copies of this paperwork are to be mailed to the state executive committee within 30 days following each regular or special meeting. ● Furnishes a copy of the Republican Party of Florida Loyalty Oath for all newly elected committee members. ● Record names of those elected or appointed and any member making a report with subject. ● Attach Treasurer’s report or note if not available. ● Results of all votes including tallies when counted. ● Furnishes a copy of the candidate’s oath to the Supervisor of Elections. (Per F.S. 99.021). ● Supervises the Assistant Secretaries. ● Document to be provided to the Republican Party of Florida within 30 days of the regular or special meeting (420 East Jefferson Street, Tallahassee, Florida 32301) ○ RPOF Loyalty Oaths ○ Monthly Minutes, by name, showing any action by the committee to excuse those who were absent. ○ Attendance reports ○ Change in officers or contact information for officers. ○ Current membership roster with addresses, phone numbers, and email addresses. ● Documents to be provided to the Supervisor of Elections ○ Candidate Oaths ○ Change in officers or their contact information ○ Current membership roster. Treasurer - Roles & Responsibilities ● Conducts Executive Committee meetings in the absence of the Chairman, Vice Chairman, and Secretary. ● The Treasurer must maintain adequate records showing receipt and expenses of all Party funds. ● The Treasurer administers the county Party checking/money market account(s) and balances such account(s) in a timely manner. ● The Treasurer shall supply a report of activity on a monthly basis to the county executive committee and the Republican Party of Florida. ● Records shall be publicly audited at the end of the calendar year and a copy of the audit filed with the Supervisor of Elections and the Republican Party of Florida prior to April 1 of the following year. County Chairman shall appoint no less than three committee members to complete audit (Model Constitution, Article VII, section 8) ● Prepares quarterly financial reports on a timely basis. Provides copies to both the Supervisor of Elections and the State Executive Committee. (Note: During an election year, additional reports are required. Please check with your Supervisor of Elections for more information). BILL O'REILLY November 27, 2022 Last week after another horrendous mass shooting by a psychopath in Colorado (quickly followed by the carnage in Virginia), I cut through all the gun-control noise and defined the real problem: evil. I did this on my fact-based TV newscast, "The No Spin News," and my analysis garnered significant reaction. Viewers wanted me to further define the concept of evil which is rarely discussed in this country anymore. That's because the struggle between good and evil is biblically-based, and studying the Bible has been demonized, pardon the pun, in our hyper-secular society. Any kind of "religiosity" can get you labeled in a pejorative way. But in order to understand evil, you have to channel Moses and the Ten Commandments. Uh-oh. A document that instructs folks about what not to do? Can't have that - far too judgmental. Most Americans might be able to remember a few commandments - like do not kill or commit adultery - but it gets foggy after that for secular citizens who far outnumber spiritual Americans. But the Commandments, which adorn the main chamber of the US Supreme Court, are simple: if you intentionally harm another person, that is an evil act. But most of us have done that? Yes, we're all sinners. We are often weak. We lie about others (bearing false witness), we steal (cheat), and we put our own desires over others, even if that hurts them. So, most human beings commit evil acts, but it is those who consistently harm people who are truly evil. I put that number at about 15 percent of humanity, based on my experience and historical knowledge. Lot of folks. Of course, few will admit they are evil. There's always an excuse. Here's a vivid example. The drug addict who steals, mugs, or sells narcotics to others in order to obtain money to get high. These people routinely commit acts of evil, but society has afforded them an out: they have a "disease." Therefore, the crimes they commit are ignored in many jurisdictions. So, the addict or alcoholic is free to live a life of inebriation, harming their children and families and countless strangers in pursuit of mind alteration. These people are allowed to run wild while bringing pain and suffering to those they target. It's evil; the entire substance abuse world is revolting. Back to the Bible. One of the worst sins is harming children, which is made quite clear. Another evil is betrayal; that's why Judas Iscariot is featured so prominently in the New Testament. Sins of the flesh are largely forgivable unless incorporated into a lifestyle. Herod Antipas executed John the Baptist for pointing that out. Murder is evil; that's a given. The psychotics killing innocent people may be emotionally disturbed, but that does not excuse them. The drug gangs gunning down thousands across the country are pure evil. So are members of the Mexican drug cartels who, if there is a higher power, will be spending the after-life time with the Nazis and Stalin/Mao acolytes. Finally, the internet makes hurting others much easier on a variety of fronts as anonymous gutter-snipes wail away. Also, truly evil people can find cohorts much easier in cyberspace than they ever could in real life. American public schools need to begin teaching about the struggle between good and evil, which defines the Judeo-Christian philosophy upon which the US Constitution is based. No religion is needed. Just a belief in right and wrong and why evil must be aggressively rejected by a just society. Not optimistic that will happen because we live in a cowardly time - when many simply turn away from evil acts. They don't want to get involved. This enables the brutal evil we see all the time the world over. Yes, evil-doers will always be with us. But now we are making it easier for them. God help us. UNITY - KEEP YOUR EYE on the PRIZE! We are FLOREDA It's already begun. The blame game for the 2022 election and the early divisiveness and sniping as we look toward the 2024 presidential election. IT IS GOING TO BE A TOUGH TWO YEARS! With no changes coming to the abject failure of the Biden administration, we know and worry that the very survival of our republic depends on the outcome of future elections. Therefore, we must stay unified. Never lose sight of who our political opponents are… the progressive left Democrats who are taking our country off a cliff with the active help of globalists, Big Tech and the old-line national news media. We have to learn to perhaps disagree on particular candidates but keep our eyes on the conservative beliefs and values that bind us together. We cannot take differences personally. We have far more in common with each other than with the Democrats. Our fellow Republicans are not the enemy, and we need to stop thinking that they are.
