The Pitfalls of the 'Social Cost of Carbon'

Many are rightly concerned about global climate change and its impacts on human and ecological wellbeing. But the metric used for assessing the benefits from reducing carbon dioxide emissions, the social cost of carbon, is of little practical use for policymakers. While the metric can be a useful tool, it is not useful as currently applied. It's critical that regulators have the best possible information to inform their choices. As is, however, the social cost of carbon measurement will likely mislead decision makers.

Health care can be difficult to obtain for many Americans. This has little to do with whether or not they have insurance, but rather the distribution of medical resources, the patient's environment, and barriers to innovation. Rural counties can lack a doctor, hospitals and emergency rooms. Some face language barriers, long travel times, and possible loss of wages if they miss work to see a doctor. What can be done? Congress should explore these methods when looking for policy solutions to improve health care delivery.
