Today, too many people are incarcerated in the United States -- and too many of them are black and brown.

That's why today I'm proposing a comprehensive criminal justice package.

Look -- I know the history of this country. I'm amazed how far we've come, but I know we still have so much more to do. Our criminal justice system cannot be just unless we root out the racial, gender, and income-based disparities in the system.

That's why I'm proposing to:

Create a new $20 billion competitive grant program to spur states to shift from incarceration to prevention
Invest in educational opportunity for all
Address systemic misconduct in police departments and prosecutors' offices
Eliminate mandatory minimums
Stop corporations from profiteering off of incarceration, starting with an end to private prisons
End cash bail
Invest $1 billion per year in juvenile justice reform
Provide mandatory treatment -- not jail -- for those with drug addictions.
Set a national goal of ensuring 100% of formerly incarcerated individuals have housing upon reentry
Provide additional funding for drug courts
Decriminialize of cannabis use -- automatically expunging for cannabis use convictions
Eliminate barriers keeping formerly incarcerated individuals from accessing public assistance such as SNAP, Pell grants, and housing support
Incentivize states to automatically restore voting rights for individuals convicted of felonies once they have served their sentences
Provide job training and education in prison
We will never live up to the ideals of this nation until we put justice back into our criminal justice system.
