That’s why today I’m proposing a comprehensive criminal justice package.

Look -- I know the history of this country. I’m amazed how far we’ve come, but I know we still have so much more to do. Our criminal justice system cannot be just unless we root out the racial, gender, and income-based disparities in the system.
That’s why I’m proposing to:

Address systemic misconduct in police departments and prosecutors’ offices

Eliminate mandatory minimums
-
Stop corporations from profiteering off of incarceration, starting with an end to private prisons
-
End cash bail
-
Invest $1 billion per year in juvenile justice reform
-
Provide mandatory treatment -- not jail -- for those with drug addictions.

Set a national goal of ensuring 100% of formerly incarcerated individuals have housing upon reentry
-
Provide additional funding for drug courts
-
Decriminalization of cannabis use -- automatically expunge all prior cannabis use convictions
-
Eliminate barriers keeping formerly incarcerated individuals from accessing public assistance such as SNAP, Pell grants, and housing support
-
Incentivize states to automatically restore voting rights for individuals convicted of felonies once they have served their sentences

Provide job training and education in prison

Create a new $20 billion competitive grant program to spur states to shift from incarceration to prevention
-
Invest in educational opportunity for all
We will never live up to the ideals of this nation until we put justice back into our criminal justice system.
