After the Civil War, formerly-enslaved Americans fled to D.C. and the district soon became the blackest city in America. When racist members of Congress denied suffrage to D.C. residents, they did so explicitly as a means of suppressing black voters. To this day, D.C. remains a majority-minority city, which is why many have called the fight for statehood one of the top civil rights struggles of our time.
