When conducted fairly, redistricting reflects changes in population and
ensures that everyone is fairly represented. But it can also be used to
manipulate the outcome of elections—called gerrymandering—undermining our
democracy and stifling the voice of voters.

years to come. Districts could change, and we have to be ready for every
