Fifty-six years ago today, President Lyndon B. Johnson signed the Voting Rights Act in a historic ceremony in the U.S. Capitol. It marked a turning point in the fight to guarantee every American the right to vote and have their vote counted, in part by subjecting states with histories of systematic discrimination in voting to strict federal oversight of their election procedures.
While the Voting Rights Act never solved all of our democracy’s problems, it proved to be a powerful weapon against those who would try to stop eligible voters from casting a ballot. But that changed in 2013 , when the conservative majority on the Supreme Court led by Chief Justice John Roberts invalidated key parts of the law.
In the Shelby County decision, the Court gutted the preclearance requirement for states with a history of discrimination. As expected, some Republican-controlled states rushed immediately to pass strict new voting rules in an effort to lower turnout in Democratic-leaning communities.
