prevent
violent

no
evidence

deters
violent
crime.
Instead,

FBI
has
found

states
with
the
death
penalty
have

highest
murder
rates
in
the
country.

Close
to
90%
of
people
on
death
row
could
not
afford
to
hire
a
lawyer
when
they
were
tried.
