It makes sense to loosen the spending restrictions on this money so the agency can, in turn, help another vulnerable group — the poor. Pittsburghers for Public Transit asked Port Authority leaders in late January to create an emergency program that would give a free (or reduced cost) bus pass to those who already qualify for food assistance. The program would cost between $4 million and $8 million — amounts beyond the means of the already struggling Port Authority.
