Special Policy Orientation 2021 Edition!
New Speaker, New Possibilities
What to Know: State Rep. Dade Phelan has been elected as the Speaker of the Texas House ([link removed] ) for the new legislative session.
The TPPF Take: The Texas Public Policy Foundation congratulates Speaker Phelan.
“Now the real work begins to keep Texas, Texas, and to expand opportunity for every family in the Lone Star State,” says TPPF’s Kevin Roberts. “In our Liberty Action Agenda, we lay out a roadmap for lawmakers with concrete, achievable goals. We look forward to working with Speaker Phelan toward our shared vision of a more free and more prosperous Texas.”

Invest More Wisely
What to Know: Speaking at TPPF’s Policy Orientation 2021, Lt. Gov. Dan Patrick said he’s “had enough” of corporations pledging to divest ([link removed] ) themselves from the vital oil and gas industry.
The TPPF Take: The so-called ESG (environmental, social and governance) movement will hurt American companies—and everyday Americans—in the long run.
“Energy discrimination wrongly bullies corporations into ignoring their duty to provide profitability for shareholders, in order to appease a vocal minority of progressive activists,” says TPPF’s Jason Isaac. “And some major firms are capitulating. Efforts to divest from fossil fuels would yield no significant environmental benefits but come with an extreme economic cost.”

Rising Crime
What to Know: Homicides are increasing in Texas and other U.S. cities. ([link removed] )
The TPPF Take: Now is a terrible time to consider defunding the police. Our focus should be on making our cities safer.
“The last thing we want to do is defund the police,” says TPPF’s Currie Myers, a retired sheriff. “That doesn’t mean there aren’t things we can do better. Everyone needs to work together to ensure that law enforcement is a positive part of government.”
Keeping Texas cities safe will be the topic of a PO 2021 session this morning. To learn more, click here.

Property Tax Reform
What to Know: In 2019, the Texas Legislature passed the most significant tax reform package seen in a generation. ([link removed] ) This year, state lawmakers must do more.
The TPPF Take: Every Texan is counting on the newly-convened legislature to provide further property tax reform and relief.
“Last session, state lawmakers overhauled Texas’ property tax system to better protect taxpayers against the predations of liberal local governments. This session, there’s more work to be done—especially in light of widespread economic misery and mass unemployment,” says TPPF’s James Quintero. “Struggling homeowners and businesses are looking to the legislature to continue making progress on tax reform and relief.”
Protecting these reforms will be the focus of a PO 2021 session today. For more information, click here.

Reverence for the Constitution
What to Know: Raucous protests and even riots show that many in our nation need a refresher course on civility, civics, and the U.S. Constitution. ([link removed] )
The TPPF Take: Civics education is necessary to ensure a functioning republic.
“Civics education and history, rightly done, would employ a Founding-documents-based curriculum to focus on our polity’s core principles of human equality and individual liberty,” says TPPF’s Tom Lindsay. “This focus should proceed through examination of fundamental documents and major speeches
in American history.”
Civics education will be the focus of a session at PO 2021 this afternoon. For more information, click here.
