WILL Research Director Will Flanders was published in The Hill over the weekend highlighting his most recent study on school district decisions to return to in-person learning versus virtual learning. Flanders' study found that the presence of a teachers union, not necessarily the local presence of the COVID-19 virus, proved to be predictive of schools not returning to in-person learning at the start of the school year.
