NEW ANALYSIS: CRA’s New Benchmark Could Put 85% Of Current Community Development Activity at Risk

The proposed Community Reinvestment Act (CRA) rule would change how banks earn credit for community development activity outside their current assessment areas. The agencies would unlock that flexibility using a numerical threshold far below what large banks do today. The risk is that a benchmark created only to determine when outside-area activity can count becomes the de facto standard banks use to judge whether they have done enough community development. Racial Wealth Snapshot Series: Economic Outlook Overview For The Asian American Community

The Census Bureau counted 1.5 million Asians and Pacific Islanders in 1970, which rose to 3.7 million in 1980 and to 7.3 million by 1990. However, the Bureau cautions that part of that growth reflects changes in the Census’ race categories rather than a true spike in population for these groups. In 1970, there was no Asian category at all. The Census counted Japanese, Chinese, Filipino, Korean and Hawaiian as separate races, classified Asian Indians as White and placed Vietnamese under “Other race,” with no option to report more than one race.
