The Education Department's Head of Special Education Just Resigned After Four
Months. Seven Million Disabled Students Are Affected.

The acting leader overseeing federal special education programs quit this
week after less than four months in the role, as the Education Department
continues a major downsizing and reorganization. Her departure comes as staff
responsible for disability programs face another institutional transition.

Kelly Rogers told employees this week that she is resigning from her post
overseeing special education at the U.S. Department of Education after less
than four months in the role, as the agency continues through a major workforce
reduction and reorganization. Rogers had been overseeing the Office of Special
Education and Rehabilitative Services since May. Her announcement came less
than a day before much of her staff was scheduled to move to the Department of
Health and Human Services building as part of a new partnership between the
agencies. The Education Department said Rogers is returning to Florida for a
new opportunity and to be closer to her family.

The Office of Special Education Programs, which sits within OSERS,
administers major parts of the Individuals with Disabilities Education Act —
the federal law guaranteeing eligible children with disabilities a free
appropriate public education in the least restrictive environment. IDEA
implementation includes monitoring state compliance with federal requirements,
administering grants and providing technical assistance to states and local
educational agencies. More than 7.5 million children and youth receive services
under IDEA, covering disabilities ranging from learning and speech-language
disabilities to autism, emotional disabilities and physical impairments.

The resignation arrives in the context of broader questions about the
Education Department's operational capacity following substantial staffing
reductions. When President Trump took office, the department reported a
workforce of 4,133 employees. Its March 2025 reduction-in-force plan projected
a workforce of roughly 2,183 after layoffs and voluntary departures. A later
review by the Department's Office of Inspector General documented an overall
reduction of at least 1,579 employees — about 40 percent of the workforce
examined — during the initial phase of the restructuring.

Special education oversight requires legal expertise, state-level knowledge,

years. The federal government issues annual determinations on each state's
implementation of IDEA and can require additional technical assistance or other
enforcement measures when states repeatedly fail to meet requirements.
Leadership turnover therefore arrives while ongoing compliance reviews and
corrective processes continue across the country.

Required action
Families of children served under IDEA, disability advocates and Parent
Training and Information Centers have closely followed changes to the
department's special education structure. The underlying statutory obligations

is how those responsibilities will be carried out as staffing, leadership and
interagency arrangements continue to change.

03 WHAT MATTERS Three points behind the leadership change

01 Rogers' departure comes less than four months after she began overseeing
OSERS and immediately before much of the office's staff was scheduled to
relocate to the HHS building.

02 IDEA's federal oversight responsibilities continue regardless of
organizational changes. The department still issues annual state determinations
and has statutory monitoring and enforcement duties.

03 The department has undergone substantial staffing reductions since early
2025, while special education remains one of the statutory functions the
department says it will continue to administer.
