| Kelly Rogers told employees this week that she is resigning from her post overseeing special education at the U.S. Department of Education after less than four months in the role, as the agency continues through a major workforce reduction and reorganization. Rogers had been overseeing the Office of Special Education and Rehabilitative Services since May. Her announcement came less than a day before much of her staff was scheduled to move to the Department of Health and Human Services building as part of a new partnership between the agencies. The Education Department said Rogers is returning to Florida for a new opportunity and to be closer to her family. |

| The Office of Special Education Programs, which sits within OSERS, administers major parts of the Individuals with Disabilities Education Act — the federal law guaranteeing eligible children with disabilities a free appropriate public education in the least restrictive environment. IDEA implementation includes monitoring state compliance with federal requirements, administering grants and providing technical assistance to states and local educational agencies. More than 7.5 million children and youth receive services under IDEA, covering disabilities ranging from learning and speech-language disabilities to autism, emotional disabilities and physical impairments. |

| The resignation arrives in the context of broader questions about the Education Department's operational capacity following substantial staffing reductions. When President Trump took office, the department reported a workforce of 4,133 employees. Its March 2025 reduction-in-force plan projected a workforce of roughly 2,183 after layoffs and voluntary departures. A later review by the Department's Office of Inspector General documented an overall reduction of at least 1,579 employees — about 40 percent of the workforce examined — during the initial phase of the restructuring. |

| Special education oversight requires legal expertise, state-level knowledge, data analysis and monitoring relationships that often extend across multiple years. The federal government issues annual determinations on each state's implementation of IDEA and can require additional technical assistance or other enforcement measures when states repeatedly fail to meet requirements.
