This weekly digest is a method to communicate updates, initiatives and policy changes from the Aging and Adult Services Division (AASD) and Disability Services Division (DSD) in a simplified way. We send this announcement every week on Tuesdays.

* *Summary:* Select online forms will be offline during a software upgrade from 6 to 8 p.m. on Wednesday, Dec. 17, 2025.
New MnCAT modules on conversational interviewing [ [link removed] ]
* *Audience:* Counties, tribal nations, managed care organizations and other interested parties
* *Effective date:* Jan. 1, 2026
* *Summary:* DHS created new interactive modules on conversational interviewing as part of our ongoing commitment to strengthen MnCHOICES certified assessors’ skills.
CFSS implementation updates [ [link removed] ]
* *Audience:* People who receive personal care assistance (PCA), Consumer Support Grant (CSG) and CFSS services, families, providers, lead agencies and other interested parties
* *Summary:* DHS began the transition from PCA and CSG to CFSS on Oct. 1, 2024. We will provide regular updates throughout the transition.
Successful completion of the HCBS settings rule CAP for 1915c waivers and AC program [ [link removed] ]
* *Audience:* Waiver service providers, lead agency staff and other interested parties
* *Summary:* As of Sept. 17, 2025, the Centers for Medicare & Medicaid Services (CMS) determined that DHS meets all requirements outlined in the Minnesota HCBS settings rule CAP after more than a decade of collaboration and dedicated work.
DSD messages
DWRS cost reporting survey deadline [ [link removed] ]
* *Audience:* Providers, including anyone involved in preparing or submitting cost reports (e.g., cost reporting consultants), who did cost reporting between 2021 and 2025 for residential services, unit-based services, day programs and customized living services
* *Survey closes:* Dec. 19, 2025
* *Summary:* The deadline to complete a survey on how to improve the DWRS cost reporting system is Dec. 19, 2025.
Operating payment rate increases for ICF/DD providers [ [link removed] ]
* *Audience:* ICF/DD providers, lead agency staff and other interested parties
* *Effective date:* Jan. 1, 2026
* *Summary:* Effective Jan. 1, 2026, DHS will increase the operating payment rate floor for ICF/DD providers.
Reminder: Updates to EIDBI service coordination with homeschooled students, including online school [ [link removed] ]
* *Audience:* EIDBI providers, people receiving services and other interested parties
* *Effective date:* Jan. 1, 2026
* *Summary:* Effective Jan. 1, 2026, EIDBI providers must not deliver or bill for select direct intervention services during homeschool or online/virtual school instruction.
