Local restrictions on flavored tobacco and e-cigarette products ([link removed])
Sales restrictions on all flavored tobacco products, including all types of menthol products, are gaining momentum at the local and state level. As of September 30, 2025, 422 jurisdictions and three Native American tribes have placed some type of restriction on the sale of flavored tobacco products, and of those, 162 have fully comprehensive policies that prohibit sales of all types of flavors across all products, including menthol/mint/wintergreen flavors that are sometimes exempted from flavor policies, at all retailers.

Stronger flavor policies, better outcomes for young people ([link removed])
A study published in JNCI Monographs found that young people who live in areas with strong flavor policies have a lower prevalence of tobacco product use, including flavored products, compared with those who are unprotected by flavored tobacco laws. However, most young people – especially Black, non-Hispanic young people – remain unprotected by strong flavored tobacco restrictions, underscoring the need for equitable policy coverage.

E-cigarette devices have changed drastically since they were introduced in 2007, and have become bigger, stronger, and cheaper over time. Today, disposable e-cigarettes dominate the market, with many brands offering a range of youth-appealing flavors.
