Sales of oral nicotine pouches have increased dramatically in recent years: the total monthly nicotine pouch sales increased by 207% between January 2023 and April 2025, from $145.5 million to $446.8 million ([link removed]) . Nicotine pouches have gained popularity among teens and young adults, especially in rural areas and among White non-Hispanic youth.

LGBT+ youth and young adults in states with protective policies had more than 50% lower odds of smoking and vaping ([link removed])

According to a study published in the American Journal of Public Health, LGBT+ individuals living in states with policies that protect LGBT+ rights had 65% lower odds of current cigarette use and 56% lower odds of current e-cigarette use compared with LGBT+ individuals in states with more restrictive or discriminatory policies.

San Diego, California: The City Attorney’s Office has reached a settlement in its civil enforcement action under the Unfair Competition Law (UCL) against Vapor Authority Inc. for unlawfully selling flavored tobacco products. As part of the settlement, Vapor Authority has agreed to pay a $100,000 penalty and comply with a three-year injunction prohibiting the sale of flavored tobacco products.

California: Governor Newsom signed into law a bill which gives the California Department of Tax and Fee Administration (CDTFA) sustainable funding to continue and expand its flavored tobacco product seizure and enforcement operations. Specifically, the law increases the annual state tobacco retailer license fee to $450 to sustain CDTFA's compliance program, provides resources for more frequent inspections of tobacco retailers, and commissions a comprehensive study to assess California's tobacco enforcement landscape and recommend strategies to improve coordination among state agencies.
