*LCB Action: Rulemaking Started on Two Cannabis-Related Projects*
On July 23, 2025, the Liquor and Cannabis Board (LCB) took the following actions:
*Implementing Engrossed Substitute Senate (ESSB) Bill 5403*
The LCB filed a Preproposal Statement of Inquiry (CR-101) to consider amending chapter 314-55 WAC to implement ESSB 5403 [ [link removed] ] (chapter 250, Laws of 2025) related to financial interest and management agreements for cannabis retailers.

*Cannabis Certificate of Analysis Expiration*
The LCB filed a Preproposal Statement of Inquiry (CR-101) to consider amending WAC 314-55-102 as a result of a petition for rulemaking accepted by the Board in 2023 [ [link removed] ]. This petition requests to extend the expiration date for the Certificate of Analysis (COA) used by laboratories to report cannabis testing results, from 12 months to 18 months.
