LCB Action: Rulemaking Started on Two Cannabis-Related Projects
On July 23, 2025, the Liquor and Cannabis Board (LCB) took the following actions:
Implementing Engrossed Substitute Senate (ESSB) Bill 5403
The LCB filed a Preproposal Statement of Inquiry (CR-101) to consider amending chapter 314-55 WAC to implement ESSB 5403 (chapter 250, Laws of 2025) related to financial interest and management agreements for cannabis retailers.
Cannabis Certificate of Analysis Expiration
The LCB filed a Preproposal Statement of Inquiry (CR-101) to consider amending WAC 314-55-102 as a result of a petition for rulemaking accepted by the Board in 2023. This petition requests to extend the expiration date for the Certificate of Analysis (COA) used by laboratories to report cannabis testing results, from 12 months to 18 months.
