Allegheny County is closing its winter homeless shelter today ([link removed]) , tightening available space for unhoused people even as the city and county try to discourage outdoor encampments.

Shelter changes and limits on camping may have an unintended consequence: A Pittsburgh councilman said more people have been seeking shelter in abandoned buildings ([link removed]) , posing a danger to the unhoused people and outreach teams that try to help them.
