Allegheny County is closing its winter homeless shelter today, tightening available space for unhoused people even as the city and county try to discourage outdoor encampments.

Shelter changes and limits on camping may have an unintended consequence: A Pittsburgh councilman said more people have been seeking shelter in abandoned buildings, posing a danger to the unhoused people and outreach teams that try to help them.
