*Understanding the Distinctions Between Wisconsin’s Supplier Diversity Program and Federal Certifications*
At the Wisconsin Department of Administration (DOA), we recognize the importance of supplier diversity and strive to support businesses across the state. It is essential to understand the key differences between Wisconsin’s Supplier Diversity Program and federal certification programs:
* *Wisconsin’s Supplier Diversity Program exists and is administered by DOA through state statute.* See Wis. Stat. ss. 16.283, 16.285 & 16.287. These statutes date back to 1970.
* *Wisconsin’s Supplier Diversity Program operates independently from federal programs* such as the U.S. Small Business Administration’s Minority Business Enterprise (MBE) Program or the U.S. Department of Transportation’s Disadvantaged Business Enterprise (DBE) Program.
* *While complementary to federal programs, Wisconsin’s Supplier Diversity Program does not rely on them* or their regulations for its authority.
* *DOA continues to monitor federal policy changes* and will communicate any potential impacts to Wisconsin-certified businesses if necessary.
The state maintains a goal of purchasing at least *5% of its services from minority-owned businesses*. State certification serves as a key tool for increasing access to government contracts and procurement opportunities.
