In 2019, with your support, Governor Inslee signed into law the Clean Energy Transformation Act, to achieve 100% clean electricity by 2045 by investing in workers and building a more equitable energy system. Now, the Utilities and Transportation Commission (UTC), a key regulatory agency for this law, has drafted important rules to implement the law, and needs to hear from you.
In its draft rules, the UTC makes progress in charting a course to 100% clean electricity for Washington by 2045. The rule is a strong start, but the agency must go further to ensure our state’s electricity system is resilient and more equitable.
The UTC must:
Improve how utilities engage and involve customers and stakeholders, especially from highly-impacted and vulnerable communities;Establish in the rule measurable indicators for vulnerable populations and highly-impacted communities, including health improvements, job training, and resilient power;Add milestones to meet Clean Energy Standards that provide a way for the UTC to measure progress and ensure vulnerable populations and highly-impacted communities receive environmental and non-environmental benefits in the transition;Articulate how utilities must report on equity indicators and milestones over time.
The details of implementing a law are important and Washington has the chance to lead the way in how to ensure that our electricity system is clean and equitable. Contact the UTC today and tell them to strengthen the 100% clean electricity law. [[link removed]]
The UTC regulates the investor-owned utilities that together serve the majority of people in our state. We need them to ensure that these utilities are held accountable to all the parts of this historic law. This rule is a strong start, but it needs further improvements to ensure progress will be made to make our electricity system more equitable.
