Michigan just decided to mail absentee ballot applications for the November 2020 general election to its 7.7 million registered voters. This will cost $4.5 million, taken from the state's $3 billion in federal COVID-19 relief money. Of course, the success of this experiment will depend on the reliability of U.S. Postal Service.
