Following January 6, 2021, the grounds of the U.S. Capitol were closed to d=
emonstrations. Fences went up and the First Amendment ceased to exist outsi=
de the U.S. Capitol.</p><p style=3D"margin:0;margin-bottom:16px">When Capit=
ol Police finally removed the fencing, Rev. Mahoney thought the Capitol Gro=
unds were once again open for First Amendment expression. So, he applied fo=
r a permit to hold a prayer vigil on September 11th.</p><p style=3D"margin:=
0;margin-bottom:16px">
The Capitol Police denied his request and told him the Capitol Ground remai=
ned closed for gatherings=E2=80=A6well, closed for most gatherings.</p><p s=
tyle=3D"margin:0;margin-bottom:16px">Capitol Police had a policy allowing m=
embers of Congress and their friends to hold rallies and gatherings.</p><p =
style=3D"margin:0;margin-bottom:16px">In other words, Capitol Police create=
d a two-tiered system -- an abundance of First Amendment rights for lawmake=
rs and the scraps for people like Rev. Mahoney.</p><p=20

rty sued the government on Rev. Mahoney=E2=80=99s behalf. And in May, the f=

ice Board convinced the court that free speech on the Capitol Steps is a th=
reat to national security until after the inauguration.

pitol are once again closed to demonstration=E2=80=A6</p><p style=3D"margin=
:0;margin-bottom:16px">For everyone EXCEPT Rev. Mahoney and four of his sup=

, while the grounds of the U.S. Capitol <em>should</em> open back up to the=
public after the inauguration on January 20, 2025 -- the government still =

Following January 6, 2021, the grounds of the U.S. Capitol were closed to d=
emonstrations. Fences went up and the First Amendment ceased to exist outsi=

ol Police finally removed the fencing, Rev. Mahoney thought the Capitol Gro=
unds were once again open for First Amendment expression. So, he applied fo=
r a permit to hold a prayer vigil on September 11th.</p><p style=3D"margin:=

The Capitol Police denied his request and told him the Capitol Ground remai=
ned closed for gatherings=E2=80=A6well, closed for most gatherings.</p><p s=
tyle=3D"margin:0;margin-bottom:16px">Capitol Police had a policy allowing m=
embers of Congress and their friends to hold rallies and gatherings.</p><p =
style=3D"margin:0;margin-bottom:16px">In other words, Capitol Police create=
d a two-tiered system -- an abundance of First Amendment rights for lawmake=
rs and the scraps for people like Rev. Mahoney.</p><p=20
