Update: New Federal Child Care Rules Allow States More Flexibility to Improve Coverage
CLASP's newest update to Expanding Access to Child Care Assistance: Opportunities in the Child Care and Development Fund [[link removed]] reflects updated federal rules that could improve child care coverage for families and allow flexibility for states agencies administering the programs.
Due to the existing crisis in the child care sector that was exacerbated by the COVID-19 pandemic, families still struggle to access affordable child care. The existing system is rooted in racial and gender discrimination.
The Child Care and Development Fund (CCDF) is the primary federal funding source, but it is underfunded, serving only a small fraction of eligible families. The text outlines four key areas where states can improve child care access:

Despite funding constraints, states are encouraged to use the flexibility in the Child and Care Development Fund (CCDF) regulations to enhance equity and access, benefiting both families and children's development.
