It’s no secret that families are struggling to access affordable child care. The Child Care and Development Fund (CCDF), which is the primary federal funding stream for child care subsidies, provides access to affordable child care for many families but has never been funded at a level necessary to reach all children who could benefit. Even within the limitation of current funding and law, however, state administrators have opportunities to expand access.
CLASP’s newest fact sheets outline recommendations for states to expand and improve access to care within current CCDF regulations. We developed this series of fact sheets as part of an in-depth report to help state child care agencies and advocates assess existing policies and identify opportunities to increase access to child care.
The full updated report, which reflects the 2024 CCDF final rule updates, can be found here: Expanding Access to Child Care Assistance: Opportunities in the Child Care and Development Fund.
The four fact sheets cover:
- Improving families’ information access
- Simplifying the child care subsidy application
- Increasing the affordability of care
- Diversifying the provider workforce
Each fact sheet includes relevant regulations, explains current barriers to access, outlines policy considerations, and provides state examples of promising progress being made across the country.
