*Responsible Governmental Unit Re-Designation Decision- University of St. Thomas Multipurpose Arena*
*_Responsible Governmental Unit (RGU) Re-designation:_* On September 3, 2024, the Environmental Quality Board (EQB) received a request from Advocates for Responsible Development to replace the City of Saint Paul as the RGU for the University of St. Thomas Multipurpose Arena project.
*Decision:* The EQB Chair has denied the re-designation for the University of St. Thomas Multipurpose Arena. Under Minn. Rule 4410.4300, subp. 34: "Sports or entertainment facilities", the local governmental unit is the RGU. The City of St. Paul is the governmental unit with the greatest responsibility for approving the project as a whole and issuing the permits for the project. A re-designation can be appropriate if another governmental unit has greater expertise, but no such showing was made. In addition, a recent Court of Appeals opinion remanded the EAW to the City of St. Paul.
