Project description: The Meadows Ridge residential/commercial development project is proposed on approximately 120 acres of cultivated land northwest of North Branch, Chisago County, Minnesota. The project will include 342 residential lots and a commercial parcel. Development will consist of an extension of City trunk water and sewer lines, installation of minor utilities, and construction of interior roads, storm ponds, infiltration basins, and new homes.

Project description: Dem-Con HZI Bioenergy, LLC (DCHZI) proposes the construction of an anaerobic digestion facility (Facility) with a design capacity for two anaerobic digesters to process up to 75,419 short tons per year of organic feedstock materials (Project). The feedstock materials will consist of source-separated organics in durable compostable bags, organic-rich materials, yard waste, and other food waste. Responsible Governmental Unit Re-Designation Decision- University of St. Thomas Multipurpose Arena
Responsible Governmental Unit (RGU) Re-designation: On September 3, 2024, the Environmental Quality Board (EQB) received a request from Advocates for Responsible Development to replace the City of Saint Paul as the RGU for the University of St. Thomas Multipurpose Arena project.
Decision: The EQB Chair has denied the re-designation for the University of St. Thomas Multipurpose Arena. Under Minn. Rule 4410.4300, subp. 34: Sports or entertainment facilities, the local governmental unit is the RGU. The City of St. Paul is the governmental unit with the greatest responsibility for approving the project as a whole and issuing the permits for the project. A re-designation can be appropriate if another governmental unit has greater expertise, but no such showing was made. In addition, a recent Court of Appeals opinion remanded the EAW to the City of St. Paul.

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. For more information regarding fish kills in Minnesota see the Department of Natural Resources. Call the Minnesota Duty Officer at 651‐649‐5451 or 800‐422‐0798 to report fish kills.

The EQB Monitor is published every Tuesday at noon. Submissions to the EQB Monitor are due by 4:00 p.m. on the Tuesday one week prior to the intended publication date.
