My work in TX-31 and Congress   Howdy Texan – As we head into Memorial Day weekend, I hope you'll join me in honoring America's fallen heroes. They gave the ultimate sacrifice on behalf of freedom, and our country owes them an unpayable debt. I also hope you'll join me in praying for the families impacted by recent severe weather that hit TX-31 this week. ON THE DOCKET: Severe Weather Resources Headed to the Floor Bills this Week Art Competition Winner THE BRIEF: A list of resources for those impacted by severe weather. Chinese migration to the US continues at a record pace, with 30,000 arrested for illegally crossing the border nationwide since October. Two of the world's most important chip companies can flip a "kill switch" remotely on their most advanced chipmaking machines should China invade Taiwan. SEVERE WEATHER HITS TX-31 This week, many parts of our district were hit by severe weather, including tornadoes, high winds, flooding and hail. Areas in Bell County were hit especially hard resulting in over 30 injuries and over 500 damaged structures by a tornado. Erika and I are praying for the families impacted. It's important that anyone impacted register their property damaged with the Texas Division of Emergency Management to determine if communities are eligible for disaster assistance from the state and federal government. To register your damage, please click here to fill out the damage survey. Food and water are being provided to anyone in need at Lake Belton High School from 8 am- 6 pm through Saturday. For veterans in need, a mobile food pantry will be set up at Temple College from 9 am- 11 am on Saturday. For additional resources, click here. HEADED TO THE FLOOR As chairman of the Military Construction and Veterans Affairs Subcommittee on Appropriations, I ushered the first appropriations bill through the full committee this week. My bill will be the first funding bill considered on the floor in the coming weeks. This bill reflects my deep commitment to our servicemembers, both during their active-duty service and when they become veterans. It addresses critical security challenges in the Pacific while ensuring our heroes receive the care they deserve. By fully funding veterans' healthcare and investing in quality-of-life improvements such as housing and childcare, we uphold our promise to support those who serve. I look forward to getting my legislation across the finish line. Representative Carter greets a colleague at the start of his Military Construction and Veterans Affairs full committee markup. BILLS THIS WEEK This week, the House voted on legislation to prevent illegal aliens from voting in elections. In late 2023, the D.C. Council voted to allow noncitizens to vote in D.C. elections. This action could have a ripple effect on large cities across the country, disenfranchising American citizens and allowing illegal aliens to vote in elections. So, both Republicans and Democrats in the House voted to overturn the D.C. Council's action. The House also voted on the CBDC Anti-Surveillance State Act. Central bank digital currency (CBDC) is a digital currency issued and regulated by a government and recorded on a digital ledger controlled by that government. This gives the government the ability to monitor any transaction and use the currency as a financial weapon to stifle political adversity. For example, the Chinese Communist Party issued CBDC that they track, and they use that data to punish citizens under a social credit system. The Biden Administration has indicated they're interested in issuing CBDC. The CBDC Anti-Surveillance State Act that I supported blocks the Federal Reserve from directly or indirectly issuing CBDC, prevents the Federal Reserve from using CBDC to implement monetary policy, and requires Congress to authorize the issuance of any CBDC. This legislation will protect Americans’ financial privacy and freedom from government control. WHAT DO YOU THINK? Do you think illegal aliens should be able to vote in any election? No Yes   ART COMPETITION WINNER Congratulations to Charlotte Chen, a junior from Rouse High School, for winning the 2024 TX-31 Art Competition!
