In April 2024, Freedom House launched the latest edition of Nations in Transit, our annual report evaluating the state of democracy across a 29-country region stretching from Central Europe to Central Asia. For the 20th consecutive year, the report measured an overall decline in democratic governance within this region.
A contributing factor to this ongoing decline is the dramatic reordering taking place within the region as countries coalesce into opposing blocs. Between the two poles are Hybrid Regimes, countries where democratic institutions and rights exist, but may be fragile or threatened.
This week, we review three books spotlighting three Hybrid Regimes on different trajectories and what their future holds.

The Latest China Dissent Monitor
Since June 2022, Freedom House has tracked more than 5,445 dissent events. In the seventh issue of the China Dissent Monitor, Freedom House researchers logged 655 dissent events, a 21 percent increase over the same period in 2023. Dissent events in this period included dissent through music and protests demanding justice for gender-based violence.

Call for Action Against Autocratic Georgian Government
Freedom House joined other organizations in calling on the United States and European allies to impose restrictions and sanctions on Georgian Dream officials and their families who threaten democratic development in the Republic of Georgia.

Armenia made positive reforms in 2023 regarding the fight against corruption, but much of the progress was overshadowed by national security and humanitarian issues following Azerbaijan’s ethnic cleansing of Nagorno-Karabakh.
