Dear John,

For the 20th consecutive year, Freedom House’s Nations in Transit report measured an overall decline in democratic governance across a 29-country region stretching from Central Europe to Central Asia.

A contributing factor to this ongoing decline is the dramatic reordering taking place within the region as countries coalesce into opposing blocs—those committed to democracy, and those that violently reject it. Between these two blocs are Hybrid Regimes, countries where democratic institutions and rights exist, but may be fragile or threatened. 

This week, we review three books spotlighting Hybrid Regimes. Each book provides essential context for the present state of governance in these countries and how it came to be.

​​​​​In the seventh issue of the China Dissent Monitor, Freedom House researchers logged 655 dissent events, a 21% increase over the same period in 2023. These events included dissent through music and protests demanding justice for gender-based violence.
