CLASP, New America, and More Launch the
Good Jobs Collaborative!
On March 12, 2024, CLASP’s Education, Labor, and Worker Justice team and its labor-focused partners hosted a launch event to unveil the Good Jobs Collaborative, a new coalition aimed at transforming the workforce development system into one that truly serves and advocates for workers.
The Good Jobs Collaborative convenes workforce and labor policy experts, researchers, and worker advocates who are committed to crafting a new approach to workforce development—one that is squarely focused on workers.
It is an evolving collaboration focused on transforming the nation’s workforce development system to advance economic justice, racial and gender equity, workers’ needs, and worker voice and power.

CLASP senior policy analyst India Heckstall [[link removed]] on the Education, Labor, and Worker Justice team presented the first research report conducted by the Collaborative [[link removed]] : Unleashing Worker Power: Case Studies in Building Good Jobs Beyond the Traditional Workforce System [[link removed]] .
Through three impactful cases, the report illustrates how workers enhance jobs by organizing, engaging in policy work, participating in workforce training, and restructuring job roles. These cases include the Healthcare Career Advancement Program (H-CAP), which focuses on healthcare workers; Restaurant Opportunities Centers (ROC) United, representing over 65,000 restaurant workers; and the Milwaukee Area Service and Hospitality Workers Organization (MASH), advocating for more than 1,000 service and hospitality workers. By dismantling labor market inequities, prioritizing worker-centric approaches, and elevating job quality for all, the report underscores the importance of creating a more equitable and sustainable workforce system. It serves as the inaugural research from the Good Jobs Collaborative, signaling a commitment to transformative change in the world of work.
CLASP recently published a brief titled “Opportunities and Obstacles: A Close Look at the Stronger Workforce for America Act.” This paper examines the Workforce Innovation and Opportunity Act (WIOA), a critical investment in workforce development. However, while WIOA has its merits, it also perpetuates occupational segregation and systemic racism, which hinder equitable access to quality jobs. The proposed reauthorization bill, known as the A Stronger Workforce for America Act (ASWA), unfortunately maintains the status quo and fails to address crucial issues. The paper highlights ASWA’s shortcomings and offers groundbreaking solutions to enhance WIOA. These solutions aim to create a more inclusive and worker-centered workforce development system.
