CLEAN ENERGY INSIDER

REAMS REPORT

Dear Friends and Colleagues,

Despite inclement weather and yet another continuing resolution, the CRES team is celebrating two exciting updates on Capitol Hill.

On the House side, the Conservative Climate Caucus welcomed the addition of five new vice chairs: Reps. Tim Walberg (R-Mich.), Buddy Carter (R-Ga.), Greg Murphy (R-N.C.), Lori Chavez-DeRemer (R-Ore.) and Jen Kiggans (R-Va.). These vice chairs will work alongside Caucus leadership, Chair John Curtis (R-Utah) and Vice Chair Mariannette Miller-Meeks (R-Iowa), to educate lawmakers and shepherd policies that reduce emissions and strengthen our grid’s reliability and affordability.

As chair of the Conservative Climate Foundation (CCF), I am thrilled to see these members step up to lead the Caucus and look forward to our continued partnership. With 84 Republican Members of Congress strong, the Caucus is poised for success as we jump into the new year. Read my full statement HERE ([link removed]) .

To top the week off, the U.S. Senate Committee on Environment and Public Works advanced the Providing Reliable, Objective, Verifiable Emissions Intensity and Transparency (PROVE IT) Act – a CRES-endorsed proposal that will prove what we already know to be true: American-produced goods result in lower emissions than our economic competitors. I sent a letter ([link removed]) to Senate EPW Chairman Tom Carper (D-Del.) and Ranking Member Shelley Moore Capito (R-W.V.) urging support of the legislation.

Thanks to Senators Kevin Cramer (R-N.D.), Lindsey Graham (R-S.C.), John Boozman (R-Ark.) and Cynthia Lummis (R-Wyo.) this bill is one step closer to arming American lawmakers and industries with the facts to reward—not punish—the United States’ leadership in emissions reduction and combat unfair trade polices from foreign nations with poor environmental records. Click HERE ([link removed]) to read my full statement.

As we finish out the first month of the year, I am encouraged by the forward momentum I see in the conservative climate space and anticipate many more victories as 2024 progresses.

Sincerely,
Heather Reams
CRES President

WHAT CRES IS HEARING
“Energy is foundational to our lives. It powers our homes and our businesses. Making sure that we have reliable, affordable energy is so foundational [...] people realize that we have to say yes to some nuclear energy in order to meet our energy needs [...] HR1 was focused on the export of liquified natural gas (LNG) which is one of the best things that we could do both for American industry but also to help our allies around the world. One of the best things that we could do to reduce global carbon emissions is to export American natural gas." — House Energy & Commerce Chair Cathy McMorris Rodgers (R-Wash.) discussing an all-of-the-above energy approach for America with Congressional Western Caucus Chairman Dan Newhouse (R-Wash.). Watch the full video HERE ([link removed]) .

“With global mineral demand to grow nearly fivefold by 2050, the Committee is alarmed by the Biden administration’s continued efforts to reduce domestic mineral production and evade congressional oversight.” – Bruce Westerman (R-Ark.), Paul Gosar (R-Ariz.) and Pete Stauber (R-Minn.) in a letter ([link removed]) to U.S. Department of the Interior (DOI) as part of the U.S. House Natural Resources Committee’s ongoing investigation into the cancellation of two decades-old mineral leases in the Superior National Forest.

“For decades, America has led the way to solve tough problems around energy and environmental protection, without sacrificing economic development or our energy and national security [...] we are the world’s leading oil and natural gas producer, the leading exporter of LNG and have achieved this while also reducing emissions more than any other nation.” – House Energy & Commerce Chair Cathy McMorris Rodgers (R-Wash.) at an Environment, Manufacturing, and Critical Minerals Subcommittee hearing on the EPA’s burdensome new regulations. Bipartisan Lawmakers Bring U.S. Permitting Reform to the Global Stage at COP28 ([link removed])
Clean energy infrastructure in the United States is being met with significant roadblocks. During the recent United Nations Climate Change Conference (COP28) in Dubai, global and national leaders convened to discuss climate initiatives and efforts to reduce carbon emissions across the globe. A chief issue raised by many leaders was that of permitting reform in the United States. In a panel titled, “U.S. Permitting Reform and Its Importance for Reducing Global Emissions ([link removed]) ,” hosted by the Conservative Climate Foundation (CCF) at the Atlantic Council’s Green Zone hub, Rep. Garret Graves (R-La.), Rep. Scott Peters (D-Calif.), Rep. John Curtis (R-Utah), and Rep. Tim Walberg (R-Mich.) discussed the progress Congress has made in regards to permitting reform and the critical work that is still left to do. Watch the full panel discussion HERE ([link removed]) .

The Atomic Energy Advancement Act: Preparing the Way for Advanced Nuclear Power Plants ([link removed])
One of the main messages coming out of the recent COP28 meetings in the UAE concerns the role that nuclear power can play in the future of clean energy development around the world. Nuclear energy is essential to reliable baseload capacity, continually providing electricity regardless of most weather or the time of day. The CRES Forum policy team authored a blog post outlining how Rep. Jeff Duncan’s (R-S.C.) Atomic Energy Advancement Act could lead to increased carbon-free, reliable nuclear power.
