*LCB Action: Tobacco-Related Rulemaking ? Expedited Rulemaking Filed on Increased Penalties for Tobacco and Vapor Sale to Minors*

On Jan. 17, 2024, the Liquor and Cannabis Board (LCB) took the following action:

*Expedited rulemaking filed ? Public objection period now available*

The Board approved expedited rulemaking (CR 105) under RCW 34.05.353 [ [link removed] ] to implement Engrossed Substitute Senate Bill 5365 (chapter 398, Laws of 2023 [ [link removed] ]) which increased the penalties for tobacco and vapor retailers who sell tobacco and vapor products to people under the age of 21, under RCW 70.155.100 [ [link removed] ].

Because this rulemaking is required by new language in the law, the Board is using expedited rulemaking which removes the requirement for a public hearing because the new legislation includes rule language is required by the new legislation.
