LCB Action: Tobacco-Related Rulemaking ? Expedited Rulemaking Filed on Increased Penalties for Tobacco and Vapor Sale to Minors
On Jan. 17, 2024, the Liquor and Cannabis Board (LCB) took the following action:
Expedited rulemaking filed ? Public objection period now available
The Board approved expedited rulemaking (CR 105) under RCW 34.05.353 to implement Engrossed Substitute Senate Bill 5365 (chapter 398, Laws of 2023) which increased the penalties for tobacco and vapor retailers who sell tobacco and vapor products to people under the age of 21, under RCW 70.155.100.
Because this rulemaking is required by new language in the law, the Board is using expedited rulemaking which removes the requirement for a public hearing because the new legislation includes rule language is required by the new legislation.
