WHAT’S NEW IN SCHOOL FOOD IN CANADA AND INTERNATIONALLY

The Coalition for Healthy School Food hosted the “WHAT’S NEW IN SCHOOL
FOOD IN CANADA AND INTERNATIONALLY” webinar. The recording features
informative and exciting presentations from: 

* HUGUES VAILLANCOURT, Director General ESDC, shared the results of the
federal government’s “What We Heard Report” [3] from its consultation
on a National School Food Policy; 
* DR. AMBERLEY RUETZ, from the University of Saskatchewan, spoke about
the School Meal Coalition meetings in Paris as well as highlights of her
recent research (see report here [4]) on the economic benefits of school
food programs; 
* TAMMY SHAKOTKO AND STEF FOSTER presented the Saskatchewan School Food
Development Project research project [5] in Saskatoon Public Schools and
with Meadow Lake Tribal Council; 
* JEAN-FRANÇOIS ARCHAMBAULT, Founder and General Manager of La Tablée
des chefs, talked about their food literacy programs including The Kitchen
Brigades. 
* BRENT MANSFIELD, Vancouver primary school teacher, shared a video about
the LunchLAB program at Lord Roberts Public School as well as information
about his plans to run 30 km around a square of lawn on Parliament Hill to
highlight the Coalition’s request for $200 million per year for five
years in federal Budget 2024.
* DEBBIE FIELD, Coalition for Healthy School Food Coordinator, closed
with a summary of where the Coalition is at in terms of federal,
provincial, and territorial investments and sharing promising practices.

BILL C-322 VOTED ON AND PASSES SECOND READING IN PARLIAMENT

We are pleased to see that Bill C-322 passed second reading and will now go
to the Standing Committee on Human Resources, Skills and Social Development
and the Status of Persons with Disabilities for further discussion. It will
also go to the Senate for discussion and vote. Our Coalition will be
seeking opportunities to speak in front of the Standing Committee and
reaching out to Senators.

BILL C-322 is the most significant bill to have been voted on and passed
second reading in Parliament to advance the federal government’s
involvement in school food and lays the basis for a Canada-wide school food
program delivered in partnership with the provinces and territories. Here
[6] is the bill if you would like to see its wording.

Over the next months, as we continue to work towards a financial commitment
to school food in Budget 2024, Bill C-322 shows the growing support amongst
parliamentarians for the federal government's involvement in school food.

GOING THE DISTANCE TO OTTAWA

On Thursday November 30,  Vancouver elementary school teacher BRENT
MANSFIELD ran 200 laps, around 30 km, around a portion of lawn in front of
the Parliament [8] buildings.

Students and supporters, including HEATHER NORRIS, President and CEO of the
Ottawa Network for Education [9], CAROLYN WEBB and SARAH KEYES of the
Coalition for Healthy School Food, MP ADAM VAN KOEVERDEN and a track team
from IMMACULATA HIGH SCHOOL in Ottawa ran some laps with Brent.

Brent and partners also brought more than 1000 letters to PM Trudeau from
students across the country, letting the Prime Minister know why school
food programs are important to them. Six MPs and HEIDI YETMAN, President of
the Canadian Teachers Federation, also came out to meet Brent.

This run in the nation’s capital follows after Brent ran 200 laps, over
92 km, around his elementary school in Vancouver [10], with his students
joining, at the end of October. Both runs draw attention to the Government
of Canada’s unfulfilled promise to invest $200 million per year for five
years to establish a national school food program.

A HISTORIC STEP TOWARDS A UNIVERSAL SCHOOL FOOD PROGRAM IN QUEBEC

On November 22, Chantier PASUQ successfully held the first-ever FORUM SUR
L'ALIMENTATION SCOLAIRE AU QUÉBEC (_Forum on school food in Quebec_),
bringing together over 150 participants in Quebec City, and nearly 300
online. 

The participation of many key stakeholders demonstrated the significant
mobilization across the province in favor of the implementation of a
universal school food program in Quebec.

LE PROJET DE LOI C-322 EST VOTÉ ET PASSE EN DEUXIÈME LECTURE AU PARLEMENT

Nous sommes heureux de constater que le projet de loi C-322 a été adopté
en deuxième lecture et qu'il sera soumis au Comité permanent des
ressources humaines, du développement des compétences, du développement
social et de la condition des personnes handicapées pour une discussion
plus approfondie. Il sera également soumis au Sénat pour discussion et
vote. Notre Coalition cherchera des occasions de s'exprimer devant le
Comité permanent et contactera les sénateurs.

Le projet de loi C-322 est le projet de loi le plus important à avoir
été voté et adopté en deuxième lecture au Parlement pour faire
progresser l'implication du gouvernement fédéral dans l'alimentation
scolaire et jeter les bases d'un programme d'alimentation scolaire
pancanadien mis en œuvre en partenariat avec les provinces et les
territoires. Voici le projet de loi [31] si vous souhaitez en connaître
le contenu.

Au cours des prochains mois, alors que nous continuons à travailler pour
obtenir un engagement financier en faveur de l'alimentation scolaire dans
le budget 2024, le projet de loi C-322 montre le soutien croissant des
parlementaires à l'implication du gouvernement fédéral dans
l'alimentation scolaire.

ALLER PLUS LOIN À OTTAWA

Le jeudi 30 novembre, BRENT MANSFIELD, professeur dans une école primaire
de Vancouver, a couru 200 tours, soit environ 30 km, autour d'une partie de
la pelouse devant les bâtiments du Parlement [8].

Des élèves et des sympathisants, dont HEATHER NORRIS,
présidente-directrice générale du Réseau d'Ottawa pour l'éducation
[33], CAROLYN WEBB et SARAH KEYES de la Coalition pour une saine
alimentation scolaire, le député ADAM VAN KOEVERDEN et une équipe
d'athlétisme de l'ÉCOLE SECONDAIRE IMMACULATA D'OTTAWA ont couru quelques
tours avec Brent.

Brent et ses partenaires ont également apporté plus de 1 000 lettres
d'élèves de tout le pays au Premier ministre Trudeau, pour lui faire
savoir pourquoi les programmes d'alimentation scolaire sont importants pour
eux. Six députés et HEIDI YETMAN, présidente de la Fédération
canadienne des enseignantes et des enseignants, sont également venus
rencontrer Brent.

Cette course dans la capitale nationale fait suite à une course de 200
tours, soit plus de 92 km, autour de son école primaire de Vancouver [10],
à laquelle se sont joints ses élèves, à la fin du mois d'octobre. Ces
deux courses attirent l'attention sur la promesse non tenue du gouvernement
canadien d'investir 200 millions de dollars par an pendant cinq ans pour
mettre en place un programme d'alimentation scolaire pancanadien.

UN PAS HISTORIQUE POUR UN PROGRAMME D’ALIMENTATION SCOLAIRE UNIVERSEL
AU QUÉBEC

Le 22 novembre dernier, le Chantier PASUQ a tenu avec succès le tout
premier FORUM SUR L'ALIMENTATION SCOLAIRE AU QUÉBEC, réunissant plus de
150 participants à Québec, et près de 300 personnes présentes en ligne.
 

La participation d’autant d’acteurs a démontré la mobilisation
importante dans toute la province en faveur de la mise en place d’un
programme d’alimentation scolaire universel au Québec.
