Workforce Departures
Entries from industry into government and exits from government to
industry can leave government agencies more vulnerable to regulatory
capture.
In the September issue of Health Affairs, Genevieve Kanter and Daniel
Carpenter track industry entries and exits among 2004-20 presidential
appointees to the Department of Health and Human Services (HHS)
.
They find that nearly half of appointees examined came from another
position in government, and 15 percent came from industry.
Postappointment, however, about 30 percent of appointees exited to
industry, and exit rates to industry did not differ substantially by
appointment characteristics.
Kanter and Carpenter also find that a change in administration and prior
employment in industry were both predictors of an exit to industry.
Additionally, the CDC, CMS, and the Office of the Deputy Secretary had
the highest predicted probabilities of industry exit.
