** Appeals Court rules Rio Grande barrier can remain for now

The 5th Circuit Court of Appeals issued a temporary stay last week that allows Texas to keep the Rio Grande floating barriers in place while it further examines the case. A federal judge ruled that the barriers were a threat to safety and diplomatic ties.
