Greetings Ward 8 Residents,
Performance Oversight is a critical piece in ensuring equity for all District residents. It is the detailed process of analyzing the progress and performance of departments in the purview of a government agency.
As the chairperson for the Committee on Recreation and Youth Affairs, I am committed to ensuring our goals are met not only for our public parks and recreation and youth affairs but the other agencies that fall under this committee:
* Commission on Fathers, Men and Boys
* Department of Parks and Recreation
* Department of Youth Rehabilitation Services
* Juvenile Abscondence Review Committee
I look forward to working with these agencies and my council colleagues to ensure that the performance of these agencies are meeting the needs of our residents. Don’t just stand there. Do Something!
Trayon White, Sr.
Councilmember, Ward 8
Upcoming Hearings
Around the Council
Ceremonial Resolution Presented to John Ross
On February 19th, Councilmember White presented a ceremonial resolution to Josh Ross, Development Director for the National African American Male Wellness Walk Initiative (NAAMWWI).
NAAMWWI was established to combat the alarming numbers of African American men dying disproportionately to preventable diseases.
The 5k Wellness Walk/Run has become the annual culmination of a National year-long initiative encompassing quarterly awareness education and life services workshops that cover topics such as mental wellness, fatherhood and financial literacy. The tremendous impact in the community has received national recognition from former President Barack Obama.
Performance Oversight:
Commission on Fathers, Men, and Boys

On February 19th, Councilmember Trayon White conducted a performance oversight hearing of the Commission on Fathers, Men and Boys.
The Commission on Fathers, Men and Boys, is designed to encourage a strong support network between fathers and promote bonding between fathers and children, create and maintain internal relationships to provide fathers and their families access to District government and community-based resources and organize and direct a convening body of similarly-tasked organizations, including government agencies to achieve these goals. Councilmember Trayon White held a performance oversight hearing to hear from the agency's director.
In the last year, the Commission has successfully executed marketing campaigns, a speaker’s series, a web series and conferences to engage and empower fathers, men and boys on topics from mental health and parental engagement to financial literacy.
Nonetheless, Chairman White is concerned that the Commission is not properly equipped to achieve its important mission which is to help provide fathers and their families access to DC government-based resources.

Performance Oversight Hearing:
Committee on Recreation & Youth Affairs

On February 21st, Councilmember White held a hearing that focused on the Department of Recreation that oversees many of the public spaces and facilities that are at the center of our public life and communities.
The mission of the Department of Parks and Recreation (DPR) is to enhance the quality of life and wellness of District of Columbia residents and visitors by providing equal access to affordable and quality recreational services and by organizing meaningful programs, activities, and events.
In surveying the key performance indicators in the agency’s performance plan, Councilmember White noticed that the agency did not meet its targeted goals as it relates to the percentage of participants who met program goals, percent of programs meeting, minimum quality standards, percentage of program participants who would recommend a DPR program to others, percentage of participants who rated DPR programs good or excellent, and the percentage of customers that rate a net positive customer experience with DPR.
