His letter stats plainly that Congress should not continue to fund the Department of Homeland Security until they do their job and secure the border.

In addition to refusing DHS appropriations funding, the letter dictates how to best remedy this crisis effectively and efficiently:
* Urge the Senate to pass H.R. 2, one of the strongest border security bills in decades
* Impeach Secretary Mayorkas
* Reimburse $10 billion to the state of Texas for border security operations
