Hank has a comprehensive plan to reform the Supreme Court, with three main parts:
1. Expand the number of justices to 13.
Not only has Congress increased the number of justices on the Supreme Court multiple times in the past, but the expansion to 13 makes logical sense — one justice to oversee each Circuit Court of Appeals.
2. Create a code of ethics for justices.
Every other judge in the federal judiciary must abide by a code of ethics, just like every member of Congress and senior executive branch official. Recent news about Justices Thomas and Alito have made the creation of a code of ethics even more urgent.
3. Establish Supreme Court term limits.
Old and outdated thinking has been allowed to calcify on the bench. Term limits of 18 years would help keep justices accountable to the people they serve.
