Your voices helped shape our city budget that prioritizes infrastructure development, public safety, sustainability and quality of life. Thank you for your input!

The Charlotte city budget is comprised of the annual operating budget and the FY 2024 – 2028 Capital Investment Plan (CIP). The annual operating budget reflects day-to-day operations, while the CIP represents investments over a five-year time horizon.

Our balanced and fiscally responsible budget:
* Does not increase taxes
* Maintains or enhances core services
* Preserves operating reserves levels
* Does not lay off or furlough employees

Some highlights of the FY 2024 budget:
* Funds the HOMES program in partnership with the county to reduce the city tax bill by up to 25% for eligible low- to moderate-income households within city limits
* Increases investments in affordable housing to ensure people are not displaced
* Invests in Small & Minority Business Assistance programs and improves workforce development
* Provides two additional fire companies and 42 fire staff
* Supports Corridors of Opportunities with a $5 million dollar investment to maintain roads, parks and public spaces

Charlotte invests in our city employees:
* Includes a 6% salary increase for all general hourly employees and increases the minimum pay for hourly pay plan employees to $46,200 by January
* Provides a 4% merit salary pool for salaried employees
* Gives a minimum 8% salary increase for all hourly police officers and sergeants
* Increases starting pay for police officers and firefighters by 10.5% by January
* Provides a 5.5% to 8% salary increase for all hourly firefighters

We continue improvements toward our Strategic Energy Action Plan's goals with investments for:
* Sustainable Infrastructure
* 45 electric city buses
* Expanded charging infrastructure
* First net zero carbon police station
* First electric refuse truck and first electric semi-truck

Plans for our FY 2024-2028 Capital Investment Plan include:
* Funding our 2030 Transit Corridor System Plan for rapid transit improvements in five corridors
* A series of Center City improvements
* Bus service and facility improvements throughout the region
* Five new fire stations over five years
