 The Charlotte city budget is comprised of the annual operating budget and the FY 2024 – 2028 Capital Investment Plan (CIP). The annual operating budget reflects day-to-day operations, while the CIP represents investments over a five-year time horizon.
 
 Our balanced and fiscally responsible budget:
 
	Some highlights of the FY 2024 budget:Does not increase taxesMaintains or enhances core servicesPreserves operating reserves levelsDoes not lay off or furlough employees 
	Charlotte invests in our city employees:Funds the HOMES program in partnership with the county to reduce the city tax bill by up to 25% for eligible low- to moderate-income households within city limitsIncreases investments in affordable housing to ensure people are not displacedInvests in Small & Minority Business Assistance programs and improves workforce developmentProvides two additional fire companies and 42 fire staffSupports Corridors of Opportunities with a $5 million dollar investment to maintain roads, parks and public spaces 
	We continue improvements toward our Strategic Energy Action Plan's goals with investments for:Includes a 6% salary increase for all general hourly employees and increases the minimum pay for hourly pay plan employees to $46,200 by JanuaryProvides a 4% merit salary pool for salaried employeesGives a minimum 8% salary increase for all hourly police officers and sergeantsIncreases starting pay for police officers and firefighters by 10.5% by JanuaryProvides a 5.5% to 8% salary increase for all hourly firefighters
