Commerce requests input on 2023 Draft Action Plan for HUD funds and Coronavirus programs

*The Washington State 5-Year Consolidated Plan* and *annual action plans* determine priorities, establish strategic goals and allocate resources for U.S. Department of Housing and Urban Development (HUD) funds.

HUD programs described in these plans are administered by the Washington Departments of Commerce and Health. These programs include:


* State Community Development Block Grant (CDBG)
* Emergency Solutions Grants (ESG)
* HOME Investment Partnership (HOME) - both Rental Development and Tenant-Based Rental Assistance )TBRA) programs
* Housing Opportunities for Persons with AIDS (HOPWA)
* National Housing Trust Fund (NHTF)

Proposed program changes detailed in the current draft action plan include how funds are allocated for the 2023 funding year.

Performance review and comments: CDBG Coronavirus funding

*During the May 16 public hearing*, Commerce will also review and receive comments on our performance using $15.4 million in *CDBG Coronavirus (CDBG-CV) [ [link removed] ]* funds for the Hunger Relief Staffing and Services and Prevent-Prepare-Respond programs. These funds were provided by HUD with the goal to prepare, prevent and respond to Coronavirus.


* The *Hunger Relief Staffing and Services Program* provided funding for food banks to hire staff so they could respond to increased demand and safety protocols caused by the pandemic.
* The *Prevent-Prepare-Respond Program* funded a variety of public services and construction activities carried out by non-profit organizations in response to the pandemic.
