The threat that everyone is talking about today is TikTok – how it could enable unwanted surveillance by the Chinese Communist Party, how its data collection practices pose a national security threat, and how it has an uncanny ability to reach and manipulate Americans, and teenagers in particular.
For years, we’ve lacked a comprehensive approach to identifying and addressing foreign tech threats. It’s not just TikTok I’m worried about. Before that, it was Chinese telecom companies like Huawei and ZTE that had the potential to embed foreign surveillance technology into our mobile phone networks. Now we’ve got a wildly popular social media app with big privacy problems that has a direct line to our kids.
We need a proactive plan to deal with potentially dangerous technology before it becomes widespread in America. That’s why last week I led a group of 12 bipartisan Senators to introduce the Restricting the Emergence of Security Threats that Risk Information and Communications Technology – the RESTRICT Act.

I know this can all be quite complex, so let me explain:
What exactly is the RESTRICT Act?
The RESTRICT Act will create a process to identify and reduce foreign threats to information and communication technology products and services, allowing the government to ban those products if necessary.
How is the RESTRICT Act going to protect us?
The RESTRICT Act would:
* Make sure the federal government is evaluating the security risks posed by technology products that we use in everyday critical infrastructure.
* Require the government to investigate concerning activity identified by other government entities.
* Educate the public and business community about the threat of TikTok and other technology risks.
