This week, the Heritage Foundation released a major report containing 81 recommendations for Congress to consider as they formulate the FY 2024 National Defense Authorization Act (NDAA).
The recommendations span the gamut of programs in the Army, Navy, Air Force, Marine Corps and Space Force; the nuclear enterprise; and the defense industrial base. Each of the recommendations is designed to make the U.S. Armed Forces more lethal and capable in the face of an increasingly belligerent China.
The paper also provides detailed recommendations to improve military recruiting, eliminate divisive ideologies from the DOD, and describes areas where the Pentagon can save money and improve outcomes.
From Dr. James Carafano, the Foundation’s Vice President for Defense and Foreign Policy: “This paper provides a comprehensive roadmap for policy makers to help the U.S. Armed Forces continue their transformation to being able to deter great-power aggression and prepare to fight and win the nation’s future wars.
“Absent these changes, the U.S. military will continue to weaken at the very same time that China’s military grows stronger.”
