With this solicitation, NIJ seeks proposals to support the Law Enforcement Advancing Data and Science (LEADS) Scholars program. LEADS is designed to increase the in-house research capabilities of law enforcement agencies by building the data and research skills of individuals employed by and engaged with these agencies. Applicants are expected to provide technical assistance and training to NIJ LEADS Scholars, including assistance in defining program and research project objectives, assessing ongoing research, developing new projects, and finding relevant opportunities for collaboration.
Applications will be submitted in a two-step process, each step with its own deadline:

Submit an SF-424 and an SF-LLL in Grants.gov.
Grants.gov Deadline: June 6, 2023, at 11:59 p.m. ET

Submit the full application, including attachments, in JustGrants.
JustGrants Deadline: June 20, 2023, at 8:59 p.m. ET
This solicitation is competitive; therefore, NIJ staff cannot have individual conversations with prospective applicants. The following application elements must be included in the application to meet the basic minimum requirements to advance to peer review and receive consideration for funding:
- Proposal Narrative
- Budget Web-Based Form (The web-based form includes the budget details and the budget narrative.)
- Curricula Vitae/Resumes for Key Personnel (For purposes of this solicitation, “key personnel” means the principal investigator and all co-principal investigators.)
