Ever since the Supreme Court’s 2010 decision in Citizens United v. FEC , outside spending in federal elections has skyrocketed. It’s pretty crazy to think that many of the biggest spenders aren’t required by law to disclose their donors – making it nearly impossible for us to understand how special interest dark money is influencing our democracy.
In 2018, When Sen. Kaine was last up for re-election, dark money groups poured $150 million into the midterm elections. In 2020, when I was up for re-election and Joe Biden took on Donald Trump, dark money spending exploded to over $1 billion. That’s billion, with a B.
The fact is dark money spending is out of control, so Tim and I are taking action. Our DISCLOSE Act would require organizations spending money to influence our elections to disclose their large donors and certify that they’re not using foreign money for election spending.

This bill is a long overdue step to improve transparency and accountability in our elections and strengthen our democracy.
It’s going to be a tough battle for control of the Senate in 2024, but regardless, we won’t allow the GOP to pour millions of dollars of dark money into their campaigns to capture the majority. Dark money has no place in politics.
